Uganda Judiciary Sets the Pace as Malawi Benchmarks on Strategic Communication Excellence

The Uganda Judiciary is hosting Ms. Ruth Mputeni, Chief Corporate Affairs and Public Relations Officer of the Malawi Judiciary, who is in Uganda on a week-long study tour.

The visit is aimed at fostering the exchange of knowledge and best practices in judicial communication, public relations, stakeholder engagement, and protocol management. Uganda was selected for the study tour in recognition of its well-structured and progressive communications and visibility framework within the justice sector.

The week-long engagement kicked off today at the Judiciary Headquarters, bringing together the Public Relations and Communications Registry team, led by the Registrar, HW James Ereemye Jumire Mawanda, Ms. Ruth Mputeni, and a team from the Judiciary Training Institute.

HW Ereemye gave a comprehensive overview of the Public Relations and Communications Registry, detailing its structure, staffing, and operational approach. He highlighted the role of communications committees and the strategic coordination that underpins the Judiciary's growing visibility and public engagement.

The discussions further delved into judicial protocol, with emphasis on the meticulous planning and execution of official ceremonies, high-level visits, and state functions, an area identified as critical to institutional image and credibility.

The Ag. Registrar of the Judicial Training Institute (JTI), HW Lillian Bucyana ,delivered an in-depth presentation on the Institute's mandate, outlining its central role in capacity building, continuous judicial education, and professional development. She underscored JTI's contribution to strengthening efficiency and promoting best practices across the Judiciary.

Other officers, including Senior Communications Officer Ms. Ruth Ashaba and Senior Client Service Officer Ms. Halimah Kaggwa, shared insights into their roles in advancing strategic communication and enhancing service delivery. The Communications Officer at JTI, Ms. Ritah Mukundane, highlighted the importance of effective communication in training programmes, including documentation, branding, media engagement, and stakeholder coordination.

Speaking at the meeting, Ms. Mputeni commended the Uganda Judiciary for its warm hospitality and openness in sharing knowledge. She particularly noted Uganda's strides in leveraging technology to support communication and case management systems, describing it as a critical area of learning for the Malawi Judiciary.

She further praised the institution's structured approach to public engagement and visibility, expressing optimism that the insights gained will inform ongoing reforms in Malawi. She also conveyed her anticipation for deeper engagements and hands-on learning throughout the duration of the study tour.

The engagement concluded with a guided tour of the Supreme Court, offering the visiting team a closer look at its infrastructure, operations, and institutional setup.

The benchmarking visit, scheduled from March 23 to 27, 2026, reflects the growing spirit of collaboration among African Judiciaries and underscores a shared commitment to strengthening transparency, enhancing public trust, and promoting effective justice delivery through strategic communication.
